It's been quite some time since I have generated an initial upload to PyPI. Do we have to do that manually first and then add a GHA for it, or can we simply add the GHA and it magically get upload to PyPI (following a pushed tag)?

Token is package specific. So the package needs to exist to get a token for GHA. Unless you want to use the global token which is not recommended.
