Make sure file names are using the correct case #3

In windows, files are case insensitive. If you want Usagi to work with CI (Continuous Integration) like github actions, it would be important to have the file names case sensitive. That means cd vendor may need to become cd Vendor in setup.bat. I did not finish auditing the code base. This is just an observation.
