[Web Application] Enable scroll and hover steps take into account sticky-header-size-percentage setting

Dear Vividus team,

For applications with a huge headers there is a nice setting sticky-header-size-percentage and it scrolls properly element during click action. But this click action is unstable since click action appears before element stops moving and I often receive intercepted click.

I can use scroll to element or hover element but they scroll my element under header.

So please enable hover and scroll actions take into account the same sticky-header-size-percentage the same way as click action do so that there were no need to change position of element during click action.

Aim of this ticket: do not move element during click action since currently this step make test fluky.
