As users deploy the volume plugin and report issues, its not easy to figure out what level of the volume plugin was in use. There's no command to run to figure this out. A docker volume inspect reports data about the volume and we can include the version of the plugin in use in this.

Closing, docker managed plugin allows a user to report the plugin version via docker plugin ls.
