Bug description
tanzu cluster list only shows TKC clusters, doesn't show Classy-clusters. With clusterclass feature enabled, user can create both TKC and classy-clusters. However tanzu cluster list command would only show TKC clusters.

Expected behavior
tanzu cluster list should show both TKC and clusterclass based clusters.
