Need to make the following improvements for the windows plugin installer script (install-vdvs.ps1):

  1. Support uninstallation
  2. Support Get-Help
  3. Make uri parameter optional, set default value to the latest version

All issues are addressed except that there's no default value of the download URL of the windows plugin right now. We can add the default value any time once it's available.
