JSON file with quota (max datastore % to reserve : - saved in vmdk folder, in a json file)
"Allow" list for VMs allowed to request ops.
- allowVmdkOps list - VMId or config path glob expr. Default is "*" , meaning ALL allowed

This also adds basic protection against run-away creation and DoS attacks
