Add use case and related design / code for basic mutli-tenancy as the most common usage:

disk quota for a group of docker VMd
dedicated location for a group of docker VMs
maybe even passing in-guest security principal information for doing the above

So we need to consider VM groups as units of quota

msterin added the Investigate label
