github page: Move current documentation to a subfolder under root #728

In preparation for the new landing page, the existing index.html page will be moved to a sub folder with a redirection from root. Once the landing page is ready a link to the documentation will be added the landing page's index.html will be the root for the git hub page.

Contributing.md needs updating.
