Support an api in utils:auth_api.py to remove VMs by uuid

Issue #929 is one case where we have just the VM uuids and those may correspond to VMs that don't exist any more. We can figure out that the VM doesn't exist by the fact that getting the VM name with the UUID fails. In that case, need an API to remove the VM(s) from the tenant. Presently removing a VM requires the VM name which can't be got as in this case.

Closing this as tracking VM lifecycle changes and handling events is a larger item that will address this issue.
