when i am opening bat. its not starting a proggram and giving me this result in cmd

That's an extremely vague explanation.
Version of RVC? Operating system? GPU? Did you follow the tutorial? Does the software worked for you before? Does v1 works?

gpu idk but i know my cpu-AMD A9-9425 RADEON R5, 5 COMPUTE CORES 2C+3G 3.10 GHz
i dont know is v1 working will go test it rn

Which v2 exactly? Could you copy and paste the name? Because there is a CUDA and a standard version. CUDA is meant to be used with nvidia GPUs, standard is for everything else. Also, depending on which GPU you have, you may or not be able to run RVC properly. Running it through CPU is not the best experience and it requires a very high end CPU. You can still give it a try but keep always in mind which version of the software you use.
