"Proposed recommendation" was removed as part of #861.

I found one mention of it which I believe can be removed at the end of section "6.2.6. Maintenance Without a Group".

For Candidate Recommendations, Proposed Recommendations, W3C Recommendations, Candidate Registries, W3C Registries, as well as W3C Statements, the Team must solicit wide review on Team corrections that it produces.
