Quick summary:

Create a form for cities to fill out to be searchable on our city search.

Issues:

The information that is filled out on the form is to viewable on the frontend on a template. The photo uploader can be reusable from the user profile project. The profile picture is in theory similar to how it functions for the event page. The summary section from the user profile project is similar to how it will be presented on the frontend.
