webkit2gtk is fixed to 4.0

As mentioned in webview/webview#1120 (comment), trying to use webview_go with any version but 4.0, errors:

go build github.com/webview/webview_go:
# pkg-config --cflags  -- gtk+-3.0 webkit2gtk-4.0
Package webkit2gtk-4.0 was not found in the pkg-config search path.
Perhaps you should add the directory containing `webkit2gtk-4.0.pc'
to the PKG_CONFIG_PATH environment variable
Package 'webkit2gtk-4.0', required by 'virtual:world', not found
pkg-config: exit status 1
