Version "data" directory empty #19

Version information:
Using repos/branches described in whole-tale/deploy-dev#38 with whole-tale/ngx-dashboard#55.

Problem:
Creating a version of a tale with an external dataset, the version/data directory is empty.

Steps to Reproduce:

Register dataset 10.5065/D6862DM8
Create and run a new JupyterLab tale
Add usco2000.xlsx to the Tale as external data
In a terminal, ls ../data and confirm the file is listed
Create a new version "v1"
In a terminal, ls ../versions/v1/data (if the version does not appear restart the tale -- see Tale must be restarted to see new versions #14)

Expected Results:
versions/v1/data contains usco2000.xlsx and the file can be read

Actual Results:
versions/v1/data is empty
