I found the issue in DataONE's Metacat that was preventing us from updating/obsoleting Tales published to DataONE. Once this is fixed we should allow users to obsolete their packages.
edit: The issue mentioned above was never fixed, so the implementation uses the previous system metadata for the field that breaks things.
Behavior:
Tales that have been published to DataONE before will be obsoleted. If the user wants to publish a new data package (not obsoleting any) then they should be copying their Tale and publishing.
