Avoid unnecessary license header section #116

It seems that vicuna still adds the license header section ("=={{int:license-header}}==") if the license is already part of permission parameter of the information template. This makes no sense. Example where i removed it: https://commons.wikimedia.org/w/index.php?title=&type=revision&diff=326869733&oldid=251872917

Could this be avoided?
