Move Query Access selector closer to Run Validate Explain buttons and connect with background

People complain that Query Access selector doesn't change query access for selected query. It started after we disconnected selector from Run button and moved it to the right side

I suggest moving it back closer to Run Validate Explain buttons and connecting it with a background, like on the picture below:

For YT QL, CHYT and SPYT I suggest rolling back to connected variant, like on the picture below:
