add always on top in menu

Adds a Float on Top menu toggle item that makes Hyper stay above every other window when enabled.

It's a very handy yet simple feature to have. It's the same that can be found in Quicktime/VLC and other apps.

I think its far too simple to be a plugin.

A plugin is never too simple 😄
If something can be done as a plugin, it should be a plugin instead of a core Hyper feature
