Looking to run on Windows ARM64

A windows ARM64 build in node_modules

No longer using zeromq

I do see that libzmq has support for windows arm64 and there looks to be a related PR in draft, just wondering when/if zeromq.js will support this system.

There's a PR for it. It needs some external fixes, which I would address soon.
