pip install ziglang installs version 0.0.0 on Microsoft Survace Pro 11, Windows ARM (AARCH64) architecture

The platform tag for this would be win_arm64, e.g. here. You should add it here, build the wheel, test that it installs and works, and then let me know so I can upload it to PyPI.
