Add a command to build an MSIX package (alongside sdist and wheel).

Design TBD, but some high-level ideas:

appxmanifest file must be included, not generated
build-time tasks to update the appxmanifest metadata
resources.pri generation can be automated
Image resources can be in a subclass of Package that basically fixes the name and triggers generation
