Add --attributes flag to zowe zos-files download uss-file

I have certain files in z/OS UNIX that must be transferred in binary, while others must be transferred using other encodings. I can use a zosattributes file to specify the encoding to use for uploading certain files and directories (as well as downloading directories), but I cannot use my zosattributes file for downloading single files.

As an extension of #2274, add the --attributes option to the download operation as well.
