Added but has issues

Block sync extension
- timer issue (Fix the integration test that tests block sync between 2 nodes #662)
- wrong verification during a reorgnization (Sync does not work on a fork including the same tx #736)
Network Discovery (unstructured)
- connection issues (Handle the situation that two nodes try to connect to each other simultaneously #724)
