feat: ✨ Added custom elements manifest and web types generation

Resolves #545, #5250

Current generated files:
web-types.json
custom-elements.json

For anyone interested to try it I've pushed a package with these changes: https://www.npmjs.com/package/@maicol07/material-web.
You can use it without changing import by setting this in package.json dependency block:
