This PR rewrites the SideOnly inspections. For details, see my gist.

  • Add a new SideOnly inspection to replace the old ones.
  • Add SideOnly, OnlyIn and Environment usage warnings.
  • Add DistExecutor inspections.
  • Automatically pull the mcdev annotations library.
