According to OGHO requirements all Oracle GitHub Enterprise repos should have SECURITY.md, LICENSE.txt, CONTRIBUTIND.md and README.md files.
This PR adds SECURITY.md, CONTRIBUTING.md files and adds the references to these files in the README.md
