This removes the dependency on IntTy, UintTy from Session.

It's not obviously a win, but it seems a bit odd to store the AST IntTy/UintTy in Session, rather we store the pointer width as an integer and add normalization methods to IntTy and UintTy.

I can't think of a reason the normalization would be slower (even if it's not inlined) -- the relevant code is not hot. I don't think we need a try build as such, so @bors r=Centril

I don't think there's a need for no-roll up here but if you feel differently feel free to mark as such.
