config.main.packs doesn't seem to override correctly via NODE_ENV env setting #280

Issue Description

When setting NODE_ENV=worker, main.packs = [ ] has no effect, old packs list is still loaded.

Environment

node version: 7.5
trails version: 2
operating system: osx
