Affects all Donor Voice accounts (aka community wallets). Periodically they need to get reauthorized by donors with a Turnout Tally.

after one year of inactivity reject transactions until DV account gets reauthorized
after five years (irrespective of activity) reject transactions until DV account gets reauthorized
