Similar to #650, there was another regression that occurred when we made the switch to Go Modules. Hard-coding the version for
go-flow-metricsin thereplacesection fixes the issue.The original fix was here: #521. The result of this regression is false positives in the bandwidth limiter (see also libp2p/go-libp2p-core#65 for more info about the false positives).
