My attempt to solve #1246 ; I don't expect to actually get this merged as much as for it to serve as a starting point for someone else.
I don't know why metadata was not stripped out; I called
nbdev_install_hooksas perCONTRIBUTING.md. I also didn't see about generating and committing the Python file.
