Is your feature request related to a problem? Please describe.

Python 3.13 exists so it's time to support it in PyRIT!

Describe the solution you'd like

create a new conda env on your machine with Python 3.13
check that things work, i.e., all notebooks, all tests
make changes (if any) to make it work
document that 3.13 is supported
create a PR

For reference, here's the PR that added 3.12 #305
