Here are some similar issues that might help you. Please check if they can solve your problem. Possible solution (Extracted from existing issue, might be incorrect; please verify carefully) In looking at some of the previous reported issues and a bit of Binging around on the internet I found a post that suggested I update the python path in PowerShell which I tried and it worked!
If you're using VSCode, do this in the pwsh terminal. When I tried this using the regular Windows Terminal the version of the desktopvirtualization extension would appear as unknown. Removing the extension and then adding it back within the VSCode pwsh terminal did the trick and when I checked in the Windows Terminal for the version of the extension it also worked and showed the correct version. The scripts are installed in <base>/Scripts, but PYTHONPATH was set to <scripts>/src, although this directory doesn't even exist. I guess the deployment used to be in src, but this is no longer the case. Setting PYTHONPATH is done to avoid conflicts with other installations of Python on the same machine. When it is set incorrectly, Python tend to crash on startup (typically when loading incompatible ctypes). Fixes Azure#28004, Azure#29630, Azure#30517, Azure#30536, Azure#30594, Azure#30700, Azure#30792.

installed the latesd Azure CLI : azure-cli-2.68.0-x64 on Windows 10.
tried to install the devops extension:
