feat: Add profilesClient, EndpointClient, and pipClient

What this PR does / why we need it:
Add atmProfilesClient and atmEndpointsClient for hub-net-controller and publicIPAddressClient for member-net-controller.
The clients are used to the azure traffic manager integration feature.
