Adding dev to matrices for plan & apply workflow.
ℹ️ Context
Service was partially implemented 10/11/24 in IMPL (test), but as part of PLT-712 we are intending to upgrade ab2d dev and test to Postgres 16, and as a result we want to manage both databases with the same code.

Validating via Plan action, validated locally with terraform plan
