Help Button as configurable

UTURN has made the help button and a portion of the help menu context configurable in chicago.opengrid.io. This needs to be pushed to opengrid.io

Help link is now configurable with release 1.3.0 but this still needs some discussion to make sure that the required functionality has been met

@tomschenkjr I want to make sure our changes for configuring Help is final before adding this to the documentation. I would like to further discuss this as I have some questions. There is some preliminary support for external links currently.
