Don't wait for latency test before being ready

Hello,
I'm using this software to protect my DNS queries. It's great!
The only problem I'm having is that it takes almost one minute to startup.
This (I think) happens because the sw will build the "routing tables" checking the ODoH config and waiting for all the combinations to resolve (or not) before starting answering.
In other words:

I think that at this point dnscrypt-proxy should start answering DNS queries and keep building things in background, but as for now it will keep querying servers...

Would it be possible to have a configuration option for this behaviour? Probably with a commented warning that for a few minutes the speed (and privacy?) will be suboptimal.
I hope the code does not need to be changed too much :)

This is already how it works by default. Queries are being answered as soon as at least one resolver is active.
