This improves the exception when MAVEN_DOWNLOAD_URL, which is most likely when the environment has simply not been set up.

Maybe this will be moved to Archbee soon

Given the Common Platform Team might see this: Maybe you want to have this in your Archbee space? I'm not sure where to place this 🙂

For reference, this syntax seems to work:

why hard link and no relative link?

For some reason the relative links aren't working. Maybe they only work once the file is on main? Not sure.

Here is an example where it works. I would prefer the relative one.
