This pull request

  • Updates the RedHat-clone base image to RockyLinux 9 (RHEL9) which has GCC11 and Python 3.9 as defaults. I still need to rebuild and push this image to Dockerhub.
  • Bumps PETSc to 3.18.0.

Having some issues locally with PETSc 3.18 downloading MUMPS. Will wait and see what the automatic build does tonight. If it fails I will take a look again tomorrow.
