Create StreamReadFeature to move non-json specific JsonParser.Features to #495

Similar to #467, let's create StreamReadFeature enum, and duplicate non-json -specific JsonParser.Features in there. Also change JsonFactory builder to support it, and remove support for JsonParser.Features there (but not from factory or parser itself -- those are needed for backwards compatibility).
