Prepare for official ROS2 release packaging

Problem

ROS2 buildfarm jobs are successful at building and testing the package, but the binaries packing is failing. See for example here.

ToDos

• Package version cannot be obtained from git. Since the buildfarm builds the packages isolated.
• Third-party libraries should be compiled and published in in a _vendor package. See *.

*: According to this post third packages which binaries are not available in the ROS-Index or as deb binaries for ubuntu should be published in a separated vendor package.

The file about.qrc in resources was pointing to the LICENSE file in the root directory. This leads to an error in binary packing. See here for ROS2 CI output.
