Bug fix: Dual architecture release bifurcation

Separating the release streams for 32 and 64 bit versions of Hilltop.

For now I'm not going to release source dists because I can't figure out how to add build number tags, and I don't see the point. Will add them back in if I can figure it out and the need arises.
