changes to the user adapter for the local users database. Note that this is not fully functioning at present.

Remove the defaultRoute for SysAdmin
If no users exist in the local db, create one, hradmin; pw test If only one user in db, don’t present login screen; automatically login user.
Using pouchdb-find to perform search.
Listed as department when it is really the lookup list of departments / categories to assign an expense.
Electron doesn’t require login when there is only one or less users.
