userinfo part of URI allows to use percent-encoded characters, which should be decoded. It is important in cases when the password is randomly-generated and includes characters which are allowed as influxdb password but are reserved characters in URI.

This pull request makes it possible to use
InfluxDB::Client.new(url: ...)form of configuration when having more complex password using special characters which are percent encoded in URI.I'd be very grateful for making a patch release after merging pull request :)
