[Post list, post detail, community detail] Implement user tagging

Some other popular user apps have a really interesting feature: you can add custom "tags" to specific users which are then displayed as badges whenever the user appears in a timeline (as author of a post), post detail (as author of a comment) or search.

If this is a feature users want, it will be fun to implement.
