windows上由于文件读取接口通常只支持ansi编码的路径, 如果是utf8编码的文件路径可能会找不到文件, 格式化库在读取中文路径下的.editorconfig时会找不到文件,后续逻辑也没有判空从而引发崩溃.
通过在windows下把utf8编码转为宽字符路径来解决windows下的中文目录的读取问题
