filtragem_durhs

• This code basically get the two shapefiles of durhs that is provided by SIGA GO, a webservice are used to connect to the DB.
• After get this files we do some filters to remove invalid data and trashs from the shp.
• To finish this process we merge the two informations by location, the points that are duplicated we exclude from the duhrs file and keep the information from process.
• This code also do the upload to the Geout's DB.
