Add "ol-vector-tile-layer" and "ol-source-vector" components.

Motivation and Context

We needed the component for VectorTileLayer.

How Has This Been Tested?

Confirmed ad demo page. /componentsguide/layers/vectortilelayer/
(New components added only, and these don't affect other components.)
