Reproduction:

I had a problem with my first converted, after making an AHelp ticket they reset or changed my antag status which caused the BB screen to appear and another flash was distributed into my bag. After trying to convert a few different people I realized the flash wasn't working as intended after the switch. I assume it thinks I already have a brother and won't let me convert another. Just speculation.
